You will be able to buy Cosmos Seeds after being good friends with Carol until you have 1 1/2 (one and a half) pink music notes, have successfully placed the 3rd Stone Tablet, and light up the third window of the Lighthouse.
Some varieties of crop seeds do not unlock from the beginning of the game. You have to reach a certain point in the storyline to get them.
You should meet, get acquainted, give gifts, and help the villagers to be friends with them so that you can get more new villagers to come to the island. Also, get some hints to find stone tablets and revive the lighthouse.
