Well, actually, that was the first time I played the Harvest Moon series, which required flowers for tool upgrades because it usually uses ores from the mines.

How to Get Cosmos in Harvest Moon: Light of Hope

Now that's so simple. The fastest way to get lots of Cosmos is to buy lots of its seeds at Carol's Florist Shop. Then plant them on the farm in front of your house. 

You will be able to buy Cosmos Seeds after being good friends with Carol until you have 1 1/2 (one and a half) pink music notes, have successfully placed the 3rd Stone Tablet, and light up the third window of the Lighthouse.

Some varieties of crop seeds do not unlock from the beginning of the game. You have to reach a certain point in the storyline to get them. 

You should meet, get acquainted, give gifts, and help the villagers to be friends with them so that you can get more new villagers to come to the island. Also, get some hints to find stone tablets and revive the lighthouse.

In addition, Cosmos also grows and can be picked for free in the wild during Fall. You can find it in the mountain, lighthouse, and beach regions. After being harvested, Cosmos flowers will regrow within 5 days.
